Poverty Alleviation and Community Development Foundation (PACODEF).

(PACODEF) is a registered Not-for-profit indigenous Non-Government Organization, and Company Limited by Guarantee. It was founded and registered in 1998, to provide financial and training services to the economically active rural and urban poor women, men, young women, and men person with a disability through activities that promote family health and wealth and consequently improve their standards of living.

PACODEF was initiated in response to the need for micro and small enterprise development in addressing the over 90% of rural smallholder subsistence farmers who work so hard yet remain poor.

With experience drawn from MFIs in Uganda and elsewhere, PACODEF found that there was a great need for micro-entrepreneurs to be empowered with the necessary financial services, in terms of small loans for their income-generating activities to grow and subsequently increase their incomes, and with information services.

More than 32 years experience

PACODEF was therefore established to develop an innovative micro finance institution for the provision of lending services, training methodologies, materials and management tools to the disadvantaged poor women and men living in both rural and urban areas; Build capacity of other local NGOs and CBOs in the Eastern and Northern Region; And to supplement government efforts to wipe out mass poverty in Uganda by reducing the percentage of the population currently living in absolute poverty from the present 31% down to less than 10% and cutting the percentage of the population currently living in relative poverty from the present 31% down to 10% by the year 2017.

TARGET GROUP
PACODEF targets the general public, line Ministries, Local Governments both at lower and upper levels, church leaders, opinion leaders, local NGOs / CBOs/FBOs, and the private sector. PACODEF gives special attention to the disadvantaged groups especially, the rural and urban poor, PLWHAS, PWDS, Youth, Orphans, and the Elderly

NETWORKING/MEMBERSHIP
PACODEF is a member organization of NGO Forum, DENIVA and BUCNET. PACODEF has district partner NGO/CBOs and FBOS in selected districts for purposes of effective identification of community needs, programme implementation and internal capacity building.

Staff Capacity and Areas of Specialization:
PACODEF staff is trained, experienced and practically oriented personnel in non-formal adult education techniques and savings and credit management. They have professional training in the development of advocacy materials and skills in the provision of basic information using non-formal adult education techniques

Community Participation and Good Governance
PACODEF believes that governance issues have become a global requirement for which Uganda must be committed to. In that respect, PACODEF is committed to the following constituencies of good governance, which must be shared with the communities up to the lowest level in order to build a strong democratic culture in the country.

Institutional Development and Training
PACODEF works closely with Community Based Organizations, Local Governments, Public Institutions and international organizations/institutions in developing improved systems to ensure that they meet local requirements and also ensure that groups are empowered to develop, explain and introduce new strategies, plans and approaches.

Information Analysis
PACODEF believes that information is a vital resource to all organizations be it Government, NGOs, National Institutions and the Private Sector. Good quality information is a basis for planning, management and operations in all Institutions. The organisation is directly involved in setting up organizational systems, linking up information with decision making, systems design, analysis as well as capacity building in the above areas.
