PACODEF uses the right-based approach in the programs/projects to ensure a full range of indivisible, interdependent, and interrelated rights, namely, civil, cultural, economic, political, and social. This guarantees rights to health, education, housing, justice administration, personal security, and political participation.
This organization focuses on raising levels of accountability in the development process by identifying the entitlements and their obligations.
The beneficiaries/target groups take into account the duties of relevant actors, individuals, stakeholders, local organizations and authorities, private companies, aid donors and international institutions.
The strategy further provides information on adequate laws, policies, institutions, administrative procedures and practices, mechanisms of redress, and accountability that can deliver on entitlements, respond to devices, and violations, and ensure accountability.
Empowerment of beneficiaries creates owners of rights and directors of the development and emphasizes the human person as the center of development process. A high degree of active, free and meaningful participation is instilled in the communities, civil society, vulnerable groups, women and men, youths/ and PWDs.
Attention will be given to issues of accessibility to development, institutions, information and redress or complaints mechanisms.
Particular attention is given to non-discrimination, equality, equity and vulnerable groups. These groups will be empowered to play a role in all development decisions, policies and initiative.
